Comment-only follow-up to #75 review finding #75-f1 (job local-review-review-router-18e0eeb5d82d7e31-1): the doc comment of idleReclaim said every failure is retried, but a /proc/stat read failure ends the reclaim for the VM's life. The comment now says exactly that. No code change.
