The README lacks clear setup and support guidance, and its CodeQL examples do not enable the supplied build command.

Explain the project purpose, audience, architecture, integrations, and scope. Add a license badge and policy links. Use the pinned CodeQL action with manual Go builds and document runner requirements.

Validation: actionlint passed for all 10 extracted YAML examples and repository workflows; 57 local links/anchors, eight public URLs, badge SVG, and git diff --check passed. Engineering and QA reviews passed. No live CodeQL workflow was run.

Score gate remains open: all 13 selected signals pass at a4f8625, but two fresh numeric checks report 2.88. Both reviewers confirmed a false README10 finding: the Issues link is valid Markdown. No text was added to satisfy that defect.

Scorer 39a2422; model azure/anthropic/claude-sonnet-4-6, temperature 0. This draft is not ready.

Use a sequential heading level.

### Architecture and integrations follows the document's # title, so it skips ##. Change it to ##. The repository does not enforce Markdownlint MD001, so this is a heading-structure correction rather than a repository lint failure.
