initialize the service by awaiting distributed_runtime.velo_response_service()
and propagate initialization errors before the worker handles requests. Keep the
existing register_metrics call in the Velo startup branch.

response-stream path to increment the RESPONSE_STREAM error counter when
`service.sender(...)` fails, matching the TCP and QUIC branches. Also count
failures from `self.velo_response_service()` before propagating them, so both
Velo setup failure points are reflected in worker metrics.

Review of 0a579b9d. The typed-prologue decoding issue (velo_response.rs:125) is confirmed: I reproduced it with a standalone rmp_serde round-trip. The other comments come from reading the code.
One finding falls outside the diff:
lib/backend-common/src/worker.rs still rejects velo. RuntimeConfig accepts only tcp|quic for DYN_RESPONSE_PLANE, both in the clap value_parser (L84) and in to_distributed_config (L115-L119). With DYN_RESPONSE_PLANE=velo set cluster-wide, every binary that flattens CommonArgs (the TRT-LLM/SGLang/vLLM sidecars and the backend-common mocker) fails at argument parsing with invalid value 'velo' for '--response-plane'. Passing response_plane=Some("velo") fails with expected 'tcp' or 'quic'.

…w of 32 The Velo response sender called `register_peer` and `wait_for_handler(peer, "_stream_stop")` for every request. In the pinned velo, `wait_for_handler` refreshes the handler list with a `_hello` round trip through the frontend's messenger. That put a control-plane round trip through the frontend in front of every request's first token. The service now keeps the set of frontends it has prepared and does both steps once per frontend. An instance id names one process, so a restarted frontend is prepared again. Response streams now use a per-stream credit window of 32, set explicitly. When the frontend is the bottleneck, every stream runs at its window, and a larger window fills the shared path from a worker to the frontend, so a new stream's first token waits behind all of it. On the mocker rig with a saturated 24-core frontend, a window of 256 put TTFT p50 at 135 to 355 ms, and 32 put it at 88 to 102 ms. Throughput was within noise, and ITL p99 was no higher. The TCP response transport is built with lanes(4). Each lane is its own TCP connection, read by its own task on the frontend, and the velo mux spreads the response streams over the lanes. One connection is limited by the task that reads it. On the two-node mocker rig (8 x 64 workers, concurrency 8,192, ISL 1,024, OSL 900), 4 lanes against 1, both on velo 0.18.0: 2,406 against 1,359 requests/s, ITL p99 4.9 against 15.0 ms, end-to-end p99 4.5 against 13.5 s, and 20.0 against 37.4 ms of frontend CPU per request. tcp_responses_use_four_lanes builds the transport and checks its lane count; it fails when the lanes() call is removed. UCX has no lanes and is unchanged. Signed-off-by: Ryan Olson <rolson@nvidia.com> (cherry picked from commit e55a5c5) Signed-off-by: jthomson04 <jwillthomson19@gmail.com>

Runtime shutdown awaited the Velo response service with no overall bound. A hung transport close or a panic during Velo teardown kept Phase 3 from cancelling the main token, leaving NATS/etcd connected and the process alive. Run the teardown in its own task with a 10 s timeout and log failures before proceeding. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com> Signed-off-by: jthomson04 <jwillthomson19@gmail.com>
prepare_peer took a shard write lock via entry() on every request, so all requests from one frontend serialized on the same shard. Check for an initialized cell under a read lock first. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com> Signed-off-by: jthomson04 <jwillthomson19@gmail.com>

Closes #16026
Summary
Add an optional Velo response plane with TCP and UCX/RDMA support. Velo handles batching, flow control, and stream lifecycle; Dynamo preserves typed responses, errors, cancellation, and shared Runtime ownership. The default response transport remains TCP.
DYN_RESPONSE_PLANE=veloselects Velo.DYN_VELO_RESPONSE_TRANSPORT=tcp|ucxselects the transport. UCX requires thevelo-ucxbuild feature.DYN_VELO_RESPONSE_BATCH_MSdefaults to 5 ms. Set0for greedy flushing or a positive integer for another maximum delay. Invalid values fail at startup.Use the published Velo 0.19.0 and velo-ext 0.5.5 releases, including the listener shutdown fix. Frontends and workers must use matching response protocol versions.
Performance
Tyche, 2,048 speedup-10 mock workers, two NUMA frontends, and concurrency 6,144. One measured run per arm using repository-default release builds.
Both 5 ms Velo arms meet the agreed 5% limits against QUIC in this directional comparison. The Velo runs used different nodes from the references, and clients were nearly saturated. Dynamo TCP had 30,000 HTTP 504 errors (8.22%), which affects its comparison. Packet counts cover total frontend traffic.
Measurements used Dynamo
c71acb2af72with Velo18f51dba95687dc5408d960f90e134b013c2fb12and benchmark-only ZMQ socket-capacity patch; the Velo runs added the fixed 5 ms policy now exposed by the environment setting. Full exports were retained, including client drain-credit warnings. Benchmark files remain local.Validation
Local Runtime, response lifecycle, UCX-over-TCP, and Python configuration tests passed, with Clippy and formatting. Two-node Tyche checks passed on the equivalent Velo Git revision (
ef29a4e7) for TCP and RDMA (rc_mlx5), including producer cancellation and clean shutdown after request drain.
