feat: Azure OpenAI Sora video generation tool (#7702)

Summary

Adds Azure OpenAI Sora as a structured tool (video_gen_sora_azure) so LibreChat can generate short videos from a text prompt.

• Job submit → poll → mp4 download against Azure OpenAI video generations (openai/v1 plus the deployment-scoped fallback).
• Plugin manifest with AZURE_SORA_API_KEY / AZURE_SORA_ENDPOINT (and the generic Azure env aliases).
• FileContext.video_generation for stored mp4s.
• URL helpers live in azureSoraUrls.js and are covered by a node test that drives the shipped builders.

Enable the tool in the UI and set AZURE_SORA_API_KEY + AZURE_SORA_ENDPOINT (or AZURE_API_KEY / AZURE_OPENAI_ENDPOINT). Ask the agent to generate a 4-second landscape video.
