- lint: run the project's tsc with npx; the new image has no global tsc. - e2e: drop network: host from the frontend's dev image build. The build only runs npm install, and newer Docker Compose builds with Bake, which rejects that option and no longer honors COMPOSE_BAKE=false. - interaction-and-accessibility: update Playwright to 1.64.1, the first version that supports Ubuntu 26.04.

What this PR does / why we need it:
We used
ubuntu-latestin different config, like accesssibility, design-system, chromatic, and theubuntu-latesthas already upgraded to Ubuntu 26.04, see actions/runner-images#14748 (it was ubuntu 24 previously) so as to lead some failture in github actions.Thus, I made some changes in this PR to adapt
