ci: update GitHub Actions to Node 24 versions - #37

GitHub removed the Node 20 runtime, so actions/checkout@v5 and actions/setup-node@v5 no longer run. Bump both to v7 and softprops/action-gh-release to v3 for the same reason. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

GitHub removed the Node 20 runtime from Actions on 2026-09-23. Every action pinned below ran on Node 20 and stopped working.
