Both runs passed with the AMD-CI nightly having only some mi355 failures that are either known (the lang mod ones and the multi modal one based on the daily run today) or just flaky (the nixl one) |

Keeps #737's MI250 queue consolidation in the template next to the build.sh layout's native agent_tags rule, and updates #685's ROCm kernel map doc for the build.sh layout (map written in the csrc stage, exported by the kernel-symbol-map target, uploaded by build.sh ci). This PR is to consolidate all mi250 queues to a single queue
amd_shadow is temp queue. Once amd_mi250 is created, amd_shadow will be changed to amd_mi250
