I've recently attempted to update to the latest beta VESC Tool and itwill fail to connect to any devices with this error, spammed about 20 times over.
It seems related to old res_config.rcc in AppData (Windows) - removing/renaming then restores the functionality. This seems to be a new issue, so it might be worth checking out before the next release.
