Live probe of the self-declared tier gate, kept on record: PR 6 (card declares CORE) is red at the --max-tier UNVERIFIED step, PR 7 (card declares UNVERIFIED) is green end to end. PR 7 also caught a real defect first: the tests read the live registry card, so a legitimate join PR turned them red; fixed in 1961ef5 (frozen fixture). Closing, never merging.
