This blog post includes a plea for codebases to include a machine readable funding.yml file.

Is this a thing we might want to encourage as a practice related to welcome contributors?

It could be added to ways to contribute (in case a codebase does welcome individual or philanthropic support).

It seems to be aimed at a quite different target group, so I don't feel it is a strong fit. (To me, it kind of feels backwards that something that is presumably already tax funded should accept donations on top of that.)

I agree that the use case is potentially limited in the public sector, but Decidim does have one: https://github.com/decidim/decidim/blob/develop/.github/FUNDING.yml
Could it b a recommendation for projects that aspire to reach that size? Or as a piece of housekeeping for any project that's set up a public funding mechanism anyway?

That is an interesting example. I think we should ask Decidim about what they think about the feature, and if they are happy to recommend others to use it as well, then we should add it.
