add Support for directories with PUT and GET while keep the non-ASCII character support in path as well.
Could cause inconsistent behavior with GET compare to PUT, since GET will treat the full path on stage as subfolders and create them on local file system. Commented details in the ticket and waiting for confirmation.
make this PR draft as the design is not fixed yet and the discussion is ongoing on Snowflake side. Pause on this for now.
