Evaluation context: this PR bounds state/permission caches with a ConcurrentLinkedDeque, but the new activation path uses deque.remove(slot) and deque.size(), which are linear scans around a cache sized up to 1,000 entries. Look only for one small behavior-preserving complexity/allocation improvement in the changed cache path. Preserve the 1,000-slot bound, eviction/access ordering contract, paired state/permission removal, state-store behavior, loader exceptions, thread safety, and observable cache results under concurrency. Use deterministic operation/complexity evidence plus focused concurrent tests and the repository-native final clean build; keep no change if exact semantics cannot be preserved.
