   Our regex is at

   Lines 11 to 12 in ffdd875

   	static LINKED_RE: LazyLock<Regex> =
   	LazyLock::new(|| Regex::new(r"\B(?P<org>[a-zA-Z-_]+/[a-zA-Z-_]+)?(#[0-9]+)\b").unwrap());

   and when looking at regex101, we actually detect n/changelog#2 with n/changelog being the org/repo and 2 being the issue number.
