Shard the Test Suite across free parallel runners with nextest #2171

What to build
Partition the existing grouped test bins across 3-4 matrix jobs on free public runners with cargo-nextest inside each shard, taking the merge-group wall clock from ~15 minutes to under 6. Scheduling only — no test content changes; required-context mechanics decided against branch protection at implementation. Serialized after the docs fast path (both edit the CI workflow).
Acceptance criteria
- Merge-group Test Suite wall clock under 6 minutes on a representative run.
- No new paid-runner minutes attributable to the sharding (runner labels audited).
- The required-checks contract test stays green.
