Feature Request: Show highest achieved % for Failed scores in song wheel

This would be really helpful for SRPG to see how close I was to passing stuff - it should just go where the score would go if there was a pass

@pnn64 any way I can ask for this to be bumped a little in the priority queue? With SRPG getting close to the end, this would help me lock in on my goals really nicely

I didn't implement this earlier because there are quite a few edge cases, and the score-tracking code is closely tied to online/offline submissions and different event requirements, such as EX versus Money scoring. There are also details like making sure a pass always takes precedence, even when a failed attempt has a higher percentage.

I've tried to find a reasonable system for this. You can now choose whether wheel scores appear for no songs, event songs only, or all songs. ITL always uses EX and SRPG uses Money, while other songs use your choice of ITG, EX, or HEX.

Failed scores are optional and come exclusively from local records. They only appear when there's no passing score, with the percentage shown in the standard red.

Event-only scores remain the default. Failed scores and ITL points are off by default, and existing settings are migrated.
