opcache.file_cache creates its files 0600 in 0700 directories, so users sharing a group cannot share or clean up each other's entries. The new setting takes an octal mode from 0600 to 0770; directories get the same mode plus search permission where the files are readable. Closes phpGH-22226

opcache.file_cache_permissionsso users who share a group can share and clean upopcache.file_cacheentries, which are otherwise created 0600 in 0700 directories. It takes an octal mode from 0600 to 0770; new directories get the same mode plus search permission where the files are readable, and keep an inherited setgid bit. Not available on Windows.Closes #22226
