Establish a register of parameters

There is a request from the TimeseriesML SWG to establish a register of parameters.

An example of the application is in Interpolation methods.

There has also been a similar request from D&I DWG for a register of parameters that could be used by WPS and OGC API - Processes.

@rob-metalinkage An observation was also made that such a register could be a subregister of the building blocks register. The reason being that the parameters usually have a schema associated with them.

I like this idea a lot. Then, we could even define parameter sets / profiles by grouping them into blocks.

@ghobona @avillar I will raise a separate issue for a register/repo of context files. CoverageJSON uses a JSON-LD context file which is currentlyh on a community website rather than in an OGC space. Such a context file contains parameter sets as building blocks.
