Complete the existing closeout for published v0.43.0: retain one empty 0.43.1 - Unreleased section and set the development version to v0.43.0-dev. Preserve the released changelog exactly.

Document the observed macOS 15 minimum for both published native archives, add the matching release verification check, and refresh the install guide's Docker version and Go toolchain patch. Both downloaded Mac binaries report minos 15.0; their Developer ID signatures and online notarization checks passed. All ten release downloads/checksums and the release notes were verified, as were all four Homebrew hashes, the public Go proxy, and a synthetic offline CLI smoke test.

Validation: independent review through P2 and full make ci on AWS Crabbox. Exact-head cross-platform CI must pass before merge.
