Raise the OCaml lower bound from 4.08 to 4.11.
opam-repository no longer has compilers older than 4.11.0
(
ocaml-base-compiler.4.11.0is the oldest one left), so the 4.08 bound canno longer be exercised by anyone installing through opam.
Changes:
dune-project, the regeneratedsedlex.opam, and a changelog entry.Not verified: CI only runs 4.14.x and 5.x, so nothing builds sedlex on
4.11–4.13 here; the opam-repository CI will be the first to do so at release
time.
The same commit currently sits on top of #218 (the 3.8 release PR); it
disappears from there on the next rebase once this is merged.
