Adds Galaxy Labels controls under Settings > Mod Settings. Players can combine galaxy overlays and choose label detail or zoom thresholds separately for major and minor systems, with collapsible sections and persistent settings.
Supports Windows x64 and macOS. The Mac adapter checks managed signatures, field contracts, loaded native extents and prologues before installing hooks. Galaxy and fleet labels share one LOD detour; galaxy controls can remain available when fleet-specific widget hooks fail validation.
Depends on #285 (and its settings/persistence dependencies).
Validation: Windows release build and settings/persistence fixtures passed. Mac ARM players confirmed overlay multi-select, zoom labels at a 95% threshold, and persistence on the combined integration build. Intel Mac runtime behavior remains unconfirmed; platform CI for this PR is separate evidence.
