The translations workflow now persists a configurable list of target languages. When the workflow is first enabled, target languages are pre-populated from the non-default languages in your

workflows/enable.mdxdescribing how the translations workflow pre-populates target languages fromdocs.json, how the source language is chosen, and the validation rules (supported languages only, source not allowed as a target, and at least one target required).
