This is a follow-up from the multi-database work that was noticed when working on landing the v0.2.9 code. During cleanup we select the first 1000 candidates, but we can't actually clean all of these up (they might look finished in our tables but still be considered running in the implementation). If there are 1000 or more of these, we'll get stuck forever.
This PR fixes that, by keeping a cursor.
