Fine with me, but we probably need to update some tests and give test users that permission. Would also be nice to have a test that makes sure that administer redirects is not enough to access the settings page. And rebase on top of 8.x-1.x, so we have the recent fixes from there and passing tests. |

Addresses #51 by adding a new permission (change redirect settings), separate from Redirect CRUD operations.
