cd nopCommerce
dotnet build src\NopCommerce.sln
git submodule add git@github.com:marketvision/Nop.Plugin.ExternalAuth.oAuth2.git src/Plugins/Nop.Plugin.ExternalAuth.oAuth2

At this point you have all code and you could start messing around
