Registers the core reverse-proxy, upload-limits, and dev-mode components for the OJS service. This gives the plugin the shared sitectl surface for trusted proxy settings, upload timeout and size overrides, and local development bind mounts. Bumps the sitectl dependency to v0.22.0 so the plugin builds against the released core component APIs.
Replace Makefile-backed lifecycle commands in the create spec with direct compose and script commands so the app template Makefile can stay focused on repo-specific tasks. The smoke test now lets sitectl create start the stack before running healthcheck.
Run create smoke tests with --tag ojs=nginx-1.30.3-php84 before any caller-provided CREATE_ARGS so plugin CI exercises the current libops PHP image while still allowing overrides.
