knative.dev/pkg now needs k8s 1.35 or later (knative/pkg#3404), so the controllers no longer start on the v1.34.x kind legs. Drop v1.34.x, add v1.36.x, and pin setup-kind and kind-diag to v1.6.42, as knative/serving#16713 did. Also move actions/checkout from v4 to v7: actionlint now fails on v4's deprecated node20 runtime in any workflow file a PR touches.
