Let organizations label reusable documents

Summary

• Add an “Automatic application attachments” panel to My Organization.
• Let admins/directors map each semantic label to an active organization PDF.
• Show the mappings read-only to workers and refresh them after document deletion.

Why

The selector can request a stable document role, but each organization must choose which real uploaded PDF fulfills that role.

Verification

• npx eslint src/components/AccountSettings/MyOrganization.tsx
• npm run build
• Browser smoke test covering assignment persistence and desktop/mobile layouts
