Summary

Adds docs/dev/improvement-plan.md: a full review of the repository (all three packages, the open PRs #132/#133/#47, CI/tooling, docs, dependency health) with ~70 findings — each cited by file:line, the serious bugs verified by executing reproductions — organized into six phased workstreams with a suggested sequencing table.

Status of execution

Four of the six phases are already implemented in companion PRs, each of which links back to its section of this plan:

Remaining in the plan for future work: the #132/#133 triage decisions (maintainer calls), the deferred Phase 5 features (session persistence, variables-page editing depth, offline plugin descriptions, TSV support, write-in-place), and the release of the pending changesets (#47 — intentionally left unmerged).
