fix(ci): Use the actor as username in the registry login - #99

The username was a bare "$": GHCR accepts any username with a GITHUB_TOKEN, so it worked by accident.

The
docker loginof the workflows passed a bare$as username (a leftover of a broken${{ github.actor }}expression). GHCR accepts any username with aGITHUB_TOKEN, so it worked by accident; use"${{ github.actor }}", as in docker-starter (jolicode/docker-starter#443).
