Summary

Stacked on Postgres-Extensions#14 (pgxntool 2.3.0 bump) — merge order: land Postgres-Extensions#14 first, then retarget/rebase this onto master before merging.

  • pgxntool 2.3.0 fixes the two RELEASE.md gotchas about the old pgxntool:
  • Kept the still-real, separate note that sql/extension_drop.sql calls a
cat_tools function that doesn't exist in any released cat_tools
version — unrelated to pgxntool, tracked separately (see the
    fix-cat-tools-install branch).

Test plan

  • Docs-only change; no functional test needed.

- 'make test'/'installcheck' now genuinely fail on pg_regress failures
(pgxntool#35/Postgres-Extensions#49), so the CI-doesn't-fail caveat no longer applies.
- README.asc's make-tag output is now correctly documented as a git tag,
not a branch (pgxntool#46), so that wording gotcha is stale too.
