Context
Follow-up to #405 with the two readings that arrived on 2026-10-02 (DEV-3178, DEV-3096): the monthly exported-logs count for criterion 8 (at most ~0.85M events/month, row stays Mixed and the
head_sampling_ratefallback stays unused) and real-object expiry on the sandbox retention test for criterion 13. ADR-0041 and ADR-0042 stay Proposed on purpose: the production inbox retention check is due on or after 2026-10-06, and the flip to Accepted is a final docs change after it.Types of changes

ADR-0041 records production follow-up from 2026-10-02 (DEV-3178 / DEV-3096): exit criterion 8 (Volume) now has a measured monthly
o11y-logsexport estimate (~0.36–0.85M events/month vs ~5M half-allotment), which matches the §D projection and keeps the row Mixed withhead_sampling_rateas a growth-only fallback—not a gate to Accepted. Criterion 13 adds sandbox retention-clock evidence (emptyo11y-probe-t03-lokibucket after 1-day rule, objects from 2026-09-23).The ADR stays Proposed with one remaining production check: production inbox objects older than 7 days, on or after 2026-10-06. ADR-0042 and the ADR index mirror that (two pending readings → one).
