I tried updating the discussion of RAC to be more mathematically robust and yet give an intuitive idea of what's going on. Basically, RAC can be interpreted as an exponentially weighted moving average. N.b. I'm actually not sure the previous version of this section had the correct formula. At any rate, I believe the new formula is correct. For reference, the actual calculation of RAC is found in the BOINC source code @ https://github.com/BOINC/boinc/blob/master/lib/util.cpp
