[Java 8.x] Stop gating manual Logs/Metrics APIs on flags

Direct Sentry.logger() and Sentry.metrics() calls no longer require enableLogs / enableMetrics in 8.x. The legacy options, defaults and config bindings stay in place and now only control automatic integrations; automatic collection behavior is unchanged.
