[feat]: Chat mode slash commands don't match harness

Feature Summary

Chat mode hides / abstracts away many chat mode slash commands from harnesses.
E.g., while using Oh My Pi agent, /settings is not available

Problem or Use Case

I'm unable to change agent settings through slash commands in the chat UI currently. Many other slash commands don't work either. I'm not sure if it's an agent thing or a chat UI thing, but it would be nice for users to be able to use their harnesses' own slash commands.

Proposed Solution

Expose all commands through the harness.
