[VScript] Notable stagger when starting a minigame

Sometimes when a minigame starts, the server freezes for too long (~1 second). It also messes up sounds and BGMs.

This is due to the server having to process loading everyone's loadouts. By default, a cosmetic whitelist is applied to mitigate this, however some servers (e.g. BLW.TF) somehow broke the cosmetic whitelist, causing it to stutter for longer. (This applies to class changes during the Gioca Jouer boss game.)
Timing for music probably should compensate for this regardless, as the BGM for the Beep Block boss is consistently delayed by however long the stutter lasts for.

Pretty much impossible as far as I know, unless we add a second delay to every single minigame, which will just ruin the flow.
