patch-diff.githubusercontent.com intermittently returns 503 for the SQLite PR diffs, which failed the v5.3.0-rc1 tag build and the #172 PR build (run 36486935416). curl had no retry, so one 503 aborted the build.
Adds
--retry 5 --retry-all-errors --retry-delay 5to the SQLite patch download and the Moodle tarball download.
