[perfnet] port the engineapi_tests on performance branch to main and use Blockchain Engine X Tests #16562

The EEST team have added a new release for opcode benchmarks via Engine API: https://github.com/ethereum/execution-spec-tests/releases/tag/benchmark%40v0.0.4

It introduces a new Blockchain Engine X Tests format.

During Berlinterop I added my own version of these to the performance branch since the EEST team didn't have these ready. It will be great to port these to use the new EEST format and merge into main to slim down the performance branch:

EDIT: since the above issue has been written we now have EngineApiTester in main that can be used for this.
