Mark attempted this as we saw noise in profiler: 148cade#diff-8c398ef0a79f97ba6d497a99247a815b3a51918de9e16954215b6073f907c92e

however the commit broke some rpc tests
need to try merge this on its own to main and fix tests
then we can merge main back into performance
