Empty line after empty tagged value at end of map in sequence is mis-assigned

Describe the bug
I am dealing with an issue where custom tags with a blank like leads to nonsense yaml being produced.

- type: entity
  components:
  - type: InstantAction
    event: !type:CritSuccumbEvent

-------------------------
- type: entity
  components:
  - type: InstantAction
    event:
                                                   <--- these two \n are the issue
      !type:CritSuccumbEvent 

To Reproduce
I made a little test script to show the behavior, the expectation would be that input and output are the same.

Expected behaviour
The test script should produce the same intput as the output.

Versions:

• Environment: [node v23.9.0]
• yaml: [2.9.0]

I found some similar looking issues but on closer inspection they weren't related.

It looks like the empty line after the empty-but-tagged value is getting parsed as a line before the empty value. Here's a minimal example; the custom-ness of the tag is irrelevant here:

const src = '- x: !!null\n\n- y'
parseDocument(src).toString()

- x:

    !!null
- y

This also happens with anchors:

const src = '- x: &a\n\n- y'
parseDocument(src).toString()

- x:

    &a
- y

And it seems specific to the last key-value pair of a mapping inside a sequence, as this is correct:

const src = '- x: !!null\n\n  y'
parseDocument(src).toString()

- x: !!null

  y:

Calling the resulting YAML "bogus" is a bit miseleading, though, as it's still valid.

For a lack of a better word I used bogus lol. It wasn't incorrect yaml, just weird. I've been looking into the issue a little, trying a few fixes here and there but nothing that actually solves the issue. I believe it's a problem in the parser, but I could be totally wrong. If I have time I'll investigate further.
