Some code for the Quarc OGS

LD_Planewave and LD_PWI_Status are for controlling the L500 mount.

LD_MyTLE, LD_TLEList and LD_PassFinder are for handling satellite TLEs and calculating when they will pass over a given location (likely that of the OGS)
