docs: replace dead /sign-up Platform link with /contact#178

The www.datajoint.com/sign-up URL is dead. Point the nav "Platform" entry and the two CTAs in the manage-pipeline-project guide to /contact, and soften the in-body anchor text from "request a DataJoint Platform account" to "contact us about the DataJoint Platform" so it matches the destination's purpose.
