Fix saved scene queue handling for Saros 20

Fixes #1318.

Summary:

• executes saved scenes locally as a queue
• waits through mop washing and dock tasks between scene steps
• cancels stale local queues after manual return to dock
• keeps explicit local/cloud scene execution mode without auto fallback

Validated during issue testing by the reporter.
