ci(repo): scope the last integration suites to the packages they load - #10661
Stacked on #10653, which is stacked on #10648. Both need to merge first. This PR targets #10653's branch, so the diff shows only this PR's changes. GitHub will retarget it as the PRs below it merge.
#10648 and #10653 made 16 integration suites rerun only when something they use changes. This PR does the same for the last six: localhost, sessions, handshake, electron, chrome-extension and ap-flows, plus the staging versions of sessions and handshake. Every integration suite that CI runs now works this way.
Suite
Reruns on these packages, plus the shared ones
ap-flows, localhost, sessions, handshake
nextjs, react
electron
electron, react
chrome-extension
chrome-extension, react
The shared packages are backend, clerk-js, shared, testing and ui. A change to a package also reruns the suites of every package built from it, so react reruns these suites through nextjs and electron, and localizations and msw's package.json rerun all of them through ui and clerk-js. Every suite also still reruns when anything in integration/ changes.
These suites set up their test apps in places the dependency check couldn't see, so the check now also reads:
helper files that a suite's tests import, like tests/sessions/utils.ts and tests/electron/fixtures.ts
every test file under a suite's own Playwright config folder, which covers chrome-extension
the @clerk packages in each test app's template package.json
To read the template, app configs get a template getter next to name and pkglabDependencies.
The check also fails when a suite's tests import a file from outside integration/ that its inputs don't list. chrome-extension's no-rhc.test.ts imports createBaseEnvironmentJSON from packages/clerk-js/src/test/fixtures.ts, so that file is now in its inputs. Without it, editing the fixture reused an old result. Type-only imports are skipped because they don't change what the tests do.
chrome-extension no longer depends on the Next.js build. It never used it.
The Clerk key variables (CLERK_*, NEXT_PUBLIC_CLERK_*, VITE_CLERK_*, EXPO_PUBLIC_CLERK_*, PLASMO_PUBLIC_CLERK_*, PUBLIC_CLERK_* and REACT_APP_CLERK_*) move out of every task's cache key and into each integration task's own list, because only the integration test apps read them. Before, setting a Clerk key in your shell changed the cache key of every build, test and lint task. Now it only affects the integration suites. They're also passed through to every task, so dev servers and swingset still get them. Turbo adds NEXT_PUBLIC_* to the cache key of Next.js packages by itself, so swingset still rebuilds when its publishable key changes. The two !CLERK_... exclusions and the separate entries for CLERK_PLATFORM_API_KEY and CLERK_E2E_OAUTH_PROVIDER_CLIENT_SECRET are gone, because CLERK_* already covers them.

The integration dependency test helper now supports suites selected by grep tags or suite-specific Playwright configs. It follows local imports, resolves app references, and includes template manifest dependencies. Integration Turbo targets update environment handling, build dependencies, and input patterns. Selected targets track integration files while excluding Playwright reports and test results.
clerk/javascript#10648: Changes integration-suite cache scoping and validates package build dependencies for the Express suite.
clerk/javascript#10653: Narrows integration-suite cache inputs and package build dependencies; this PR scopes additional suites.

The new CI scoping can occasionally reuse a cached integration result for a tagged suite when a test fixture loaded during Playwright discovery has changed. No production behavior is affected. Extend the dependency check and the tagged tasks' inputs to cover files loaded at discovery, or accept the narrow gap knowingly.

I checked this in CI with two throwaway one-line commits, then reverted them in 48b2d92. The code is the same as 2eacb56. All three runs tested main at 0d6bff9, so nothing else changed between them.
For comparison, an Expo-only PR from before this work, #10644, took 8.9 minutes (run).
The six suites this PR narrows (ap-flows, localhost, sessions, handshake, electron and chrome-extension) ran and passed in the first run, and were skipped in the Expo and Mosaic runs.
The Mosaic run failed for an unrelated reason. Two Mosaic unit tests in eslint/import-guards.test.mjs failed on Node 20.19.0, where tsgolint exits with status 2, and passed on Node 24.15.0. They only ran because the throwaway commit changed a Mosaic file. Another PR, sam/mobile-667-expo-restore-credentials, fails the same @clerk/mosaic#test on Node 20.
Before, touching any package reran all 8 suites. After, nextjs reruns only the Next.js suites, electron only electron, chrome-extension only chrome-extension, vue and expo rerun none, and react and backend still rerun every suite.

Localhost, sessions, handshake and electron build their apps in shared helpers, and chrome-extension uses its own Playwright config without a tag. The dependency check now follows local imports from a suite's tests, reads the test folder of a suite's own config, and includes the @clerk packages listed in each app's template, so all 24 suites CI runs can be scoped. chrome-extension no longer depends on the Next.js build, which it never used.
The CLERK_* families were in globalEnv, so a Clerk key set in a shell changed the hash of every build, test and lint task, though only the integration test apps read them. Each integration task now lists them in its own env, and globalPassThroughEnv keeps them available to every other task without hashing them. The globalEnv exclusions for the two CI secrets are no longer needed, since the families are no longer global.

no-rhc.test.ts imports createBaseEnvironmentJSON from packages/clerk-js/src/test/fixtures.ts, which neither the suite inputs nor the clerk-js build hashed, so editing it reused a stale result. The dependency check now fails when a scoped suite's tests import a runtime file from outside integration/ that its inputs don't list.

Include discovery-time imports in suite inputs.
no-rhc.test.ts is loaded by the shared Playwright configuration before --grep @ap-flows filters tests. Its import of packages/clerk-js/src/test/fixtures.ts can therefore cause a discovery failure for the ap-flows task. If that file is absent from the task inputs and the clerk-js build hash, a change that breaks fixture initialization can reuse a cached success instead of reporting the failure.
Update the dependency check and affected task inputs to include imports from all files that Playwright loads during discovery, not only imports from grep-matching tests. The helper’s new check for imports outside integration/ should cover this case.
