docs: update cpu-manager-policy-options for v1.51.0+#592

Since Bottlerocket v1.51.0, all kubelet CPU manager beta and GA static policy options are supported. Update the settings documentation to list all four accepted values, clarify that the setting is optional, and add a note about valid option combinations. Closes bottlerocket-os#577
