Adds the authenticated Buzz v1 prompt envelope, capability and lease enforcement, durable outbound event preparation, cancellation/idempotency handling, and credential-safe ACP logging needed for Gabe's context-engine adapter.\n\nVerification:\n- cargo fmt --all -- --check\n- affected crates: buzz-acp 788 tests, buzz-cli 344 tests, buzz-db 104 tests passed\n- independent full-process Buzz to Gabe to context-engine black-box: passed all four layers with clean teardown\n- broader relay suite: 869 passed; blocked by stale local Postgres schema missing communities.deletion_state plus an unrelated global tracing-subscriber isolation test
