add support for `windows arm64`

This issue tracks the addition of windows_arm64 toolchain support for various tools and utilities.

External Dependencies

• yq: ✅ Resolved - Windows ARM64 support added in v4.45.2
• jq: ⏳ Pending - Depends on jqlang/jq#3340

Internal Toolchains

• copy_directory - Fixed in #1102
• copy_to_directory - Fixed in #1102
• expand_template - Fixed in #1102
• coreutils - Fixed in #1103

@alexeagle Thanks, but this issue is not only about yq. I did a poor job of expanding the details and scope, but even for compiled dependencies such as copy_to_directory-windows_amd64.exe, there is no windows_arm64 release.

Can we reopen this issue, please?

sorry @albertocavalcante I wasn't responsive. jq has moved to jq.bzl so I think this repo supports windows now? Please open new issue(s) if not.
