Context
anoma/pa-evm@15b0dd16 reverts the ordering constraints of anoma/pa-evm#708. The protocol adapter now runs the forwarder calls of an action in the order of its resources, and the user's signature over the action tree root fixes that order. arm-risc0 carries the resources of an action in one ordered list since anoma/arm-risc0@aaac2d2d.
These crates pin arm-risc0 by the tag v2.0.0-rc.7.1. A forwarder that pins the new arm-risc0 then builds two arm-risc0 crates, and their
