Blade 3.0.0 is released. Bump the vendored blade from 3100733 (2026-06-23) to the 3.0.0 release commit dd0d2ae (2026-06-27): regenerated blade.zip via dist_blade and updated GITVERSION.

--sanitizer=..., incl. the runtime/compilesanitizer_configknobs), coverage, PGO/AutoFDO and LTO/ThinLTO, and the recent flare-surfaced fixes that landed in blade. flare CI builds and tests the whole tree with this vendored blade across Linux / macOS / Windows, which is the real verification of the bump.
