Mouse-up events on the title bar get ignored while the window is maximized

Move the mouse to the title bar, press and release the left mouse button, and then move the mouse. It will still drag the window, even though the left mouse button isn't being held down. This does not happen when the window is un-maximized.

I'm on MATE, Debian Linux, X11.

Also, you can disable app title bar and use your system bar instead with env variable USE_CSD=false
The option is not really a documented and not planned to be removed
