Drop support for Ruby versions older than 3.3 and run CI against Ruby 3.3, 3.4 and 4.0. Update ruby/setup-ruby so that CI can install Ruby 4.0.
dev.yml now reads the Ruby version from .ruby-version.
Lock Bundler 4.0.20 and update all locked gems to their latest versions.
RuboCop reads the target Ruby version from required_ruby_version in the gemspec, so the explicit setting is redundant.

Motivation
Oktakit supports and tests Ruby 2.6 to 3.1. All of these versions are end-of-life. The lockfile also pins Bundler 2.3.24 and gem versions from 2021 and 2022, and some of these gems do not support current Ruby versions.
Changes
ruby/setup-rubyso that CI can install Ruby 4.0.dev.ymlnow reads the version from.ruby-version.TargetRubyVersionfrom.rubocop.yml. RuboCop now reads the target version fromrequired_ruby_versionin the gemspec.Notes
The new RuboCop and rubocop-shopify versions report new offenses. CI does not run RuboCop, so this PR does not change the code for them. A separate PR will fix these offenses.
